Stopped out for a bit today after the sun came out and melted the snow. Lol. Went to a newly made parking lot where the dirt was bulldozed off to the side and this was almost on the top of the group. Google told me he was a mayor of Grand rapids, MI. That's just the next town over.

Wikipedia tells me he ran a successful campaign and served as a congressman from 1911-1913, after losing the 1912 election. So this would date to 1909-1912! Neat find!
