Very cool.
I'm sure you're right that it's a dentist's chair. Barber's chairs did sometimes have headrests, but not constructed like that. It's very similar to this "Peerless Harvard" dentist's chair from 1924, illustrated on the 'dentalmuseum.pacific.edu' website:
