Maybe this? The rust build up would make it thicker so it's actually thin

Was thinking along those lines as well.
The hole area that the finger would go through looks small.
Then again you might just have a big mitt

I wonder if it had been longer with a bent end? Maybe a latch hook for a very simple door latch.
The hook would have gone through a nail staple, partially pounded in to the jamb. Keep the chickens from escaping, etc.

Heel link. Used to connect a chain, to a plow, wagon etc.
