Old Hair Bonnet? Please ID!

After a quick morning hunt before work I discovered this pretty little thing:




My only guess is that it's a hair bonnet. The front decal is of two tigers. Any ideas?

Cub Scoot neckerchief clasp...i think they are bear and cub..not Tigers.

Actually is Tiger cub which is for youngest scouts. This is not old.
