Old homestead find, what is it?

This was found at a homestead that was standing from the 1800s to 1940s, it looks like some type of clip, it is also very ornate but I have no idea what it is.

Does it open at the hinge? Decorated like an old suspender buckle.

Is than an anchor design or something like that on it? Im thinking some kind of buckle or hardware off of clothing or something like that. Maybe overalls?

I'm not quite sure if it is an anchor (although it might be) the designs look hand carved, it looks like it might have arrows carved on the side.

Looks to me like something that was riveted to leather to function as a hinge... on what I don't know. There isn't by any chance material sandwiched between the front and back of the round portion is there? (Sometimes leather can survive a long time when it's sandwiched)
