I have never seen one, but that sounds like a likely function. Otherwise would guess lantern for carriage or a boat

Thanks for your input.......I just got my new ml safari yesterday...and found this item with it....Im posting another pic today...and you will see why there is a small disapointment for my day...lol

Hi Wayupnorth: Think this just might be an old smudge pot. One use was to help keep those Minnesota mosquitoes from eating the milk cows in the evening. But that was a long time ago.
