That would be my first guess, as well, but I've got enough
doubt that I would also be asking the same question you are.

Is it empty inside? Any other markings aside from the engraving?

Worked on your pic a bit, trying to bring out that engraving better.

Does the bottles that you dug with it, give any clues? Until I saw the design I thought early 1900's, however, the design elements point towards the 1890s. So I'm unsure. As for a manufacturer I think we may struggle.
