Old Lodge - New Finds

Went to the site of an old tourist lodge from the early 20's. Used to be a Boy Scout camp back in the day also and I was hoping for some interesting finds. I did find a cool brass thing and ring which are both "mystery" items right now. No silver of course.




I have no idea what this item is....ideas?

I would assume this whistle was a Scout/Cubs/Beaver item.
