looks like he has a japanese army cap on.
 

Looks to be a Japanese soldier either in Japan itself or occupied China circa 1940.
 

Wheel is a decent start, but this post is your best start to figure out location. Just figure out what it says, if the pictures are to small just click on them and enlarge.

well in 43 japan was losing territory.it could of been taken in japan,china,korea,phillipines.who knows,he could be a mongolion thats in a japanese prison camp from the border spats russia and japan got into.not to many choices.

It might be difficult to translate. The 1st picture has the number 11 written in Japanese (11=+-). The character below it looks like big or book ([FONT=&quot]本). The 1st character in the second picture might be rubber ([/FONT][FONT=&quot]環). The times I have gone to Japan I can count on my hand how many brick buildings I saw. I think this photo was taken somewhere else in Asia.[/FONT]

I just took a magnifying glass to the picture again.
There are also white symbols on the light rectangular tile.
I hope they come through on this shot.

It says "Rute" but the rest of the sign is blown off. It's written in hiragana which is used for little kids, foreigners, and other people who might have a hard time reading Japanese.
 

I think the Kanji on the wheel says from right to left “East” “Army.”
