Old pill container?

This is non-dug and I have had it for years but I have never figured out what it is. I always thought it was a pill container of some type. It opens like a book and goes around the neck. I'm tossing it out to the experts as to what it might be and the age.

Yes it may be a vinaigrette. Could also be a notepad. I notice the caduceus on the front.
