Probably a Veterinary syringe, most had finger-rings on the plunger handle and were nickle plated brass.

As stated, these could be a veterinary syringe and needles (not generally used any longer - disposable is preferred). However, similar syringes are still in use today in the chemical field. Check out glass syringes on the Fisher Scientific website.
