Considering it's size and design, I would suggest that it's a button. Is it heavy, like lead? The pattern work on the edge and inner circles almost looks like it was done by hand.

Not heavy. Looks to me made of brass. I'm oblong hole in the middle through me off. Kind of looks like gold Gilt. Back is flat with no design.

Horse type decoration possibly leather might go through the slot and then a know hold it in place
