Order of Railway Conductors

Found the hanger to the 1913 Order of Railway Conductors convention badge. Top of badge found online shows Detroit rail yard as convention was held in Detroit. The reverse has the maker and number 3899, I assume this was individuals number, if there is a list could I’d who’s badge it was
