parking blocks

The city is replacing the parking blocks in the parking lot where I work. The blocks have to be about 30 years old, lots of stuff built up underneath them. I just checked 4 of them, found a penny and a cat's eye marble. There is about fifteen more not removed yet. Has anybody ever thought of this?
