I read that one of the former US mint directors in the late 1800s had a back room deal with a maker of tokens. The director got a kickback for letting the token maker use the US mint equipment for making the dies for tokens. This went on for several yrs until a new mint director came in. Looking at the eagle, the lettering and the fine beading around the rim of your token, I tend to believe that story.
