Phone or Cable Company Lineman there

Some of the areas Water lines need a Lot to be Desired too.
look like Garden Hoses (Metal ?) all over rapped between each other along & Up Walls, under feet & Some Cemented in,
others just need to be walked on,

People are extremely poor there and eat everything under the sun for food and it’s cheap to live thereand of course Kids by the thousands
