Looks kind of like an old top break revolver.A great many were made by both top drawer makers and knock offs.usually some variety of .32 or .38.No idea how to clean it,sorry about that.Nice find!

The fact that it is apparently cast in one piece, including the grips, as well as its' general shape indicates that it is a toy cap gun.
