Didnt see is post earlier. They tophat tye thing and the decorative thing both lok like buttoons.

Item #2 is a Victorian drapery tie-back medallion. They were made in all sorts of patterns and shapes. The open face roses on yours is very typical of the Vic. era. Neat find :) Breezie

Breezie, do you know of anywhere I can see images of any built like mine. I looked them up and all the antique and Victorian drapery medallions I find online have a stem off the back and connect to the wall.

Victorian tie-backs came in 2 basic types: #1 Ones with a loop like yours that could be hooked onto a rope like the one I pictured above. #2 The type where the medallion was connect to a post like the one you pictured.

If you Google or Bing Victorian Draperies with Tie Backs, then look under IMAGES, you should be able to find both types. The ones with the mediallion attached to the post are more common, thus your is more rare.
