I really have no idea if it is an etching? I am trying to help my Mother figure out who the artist is. Is that a 29 on the end of the sig or is that just part of the sig? Thanks.

Look at it through a magnifying glass. If you see pixels then you know its a print. engravings will show an impression aroud the edge whre the plate was pressed to the paper.

I just cannot make out the artist signature . Do you have a signature on the other print or painting? The title for this is "Early Evening III"

It's an etching

Pics are bad but appears to be a multi-plate color etching. Could be some hand painting on it too, or an etching over monoprint. Can you see a watermark on the paper? Likely says something like Arches, Rives, or maybe Rives BFK. (hold up to the light and watermark should shine through). Hand printed and probably limited edition.
