Plumb bob or something else?

I bought these two in the antique store. One with handle. One without handle. One with small nut looking things. One without. How old are these? The flower design is beautiful on both.

not plum bobs. They are shaped like vases that are meant to be stacked in ships hulls, yet being ornate and brass makes me think some sort of decorative or fantasy piece? the fitting on the side is what is making me lean that way
