Some type of tooling set up. Looks like a deburring tool and a cutting bar. I’ve seen similar set ups for lathes, but this looks different. Possibly the item that looks like a cutting bar is actually an indexing stop.

Chainsaw sharpener, I doubt it. Possibly for a small or hobby lumber mill bandsaw blade.

A chainsaw sharpener clamps on the drive teeth, which are about 1/16". The clamp lever in the pic is also adjustable. I have a modern one with that same setup except mine has a grinding wheel.

And it even has the tooth brake mounted on top.

pitch is wrong for a chainsaw. The device has a lot of adjustments on it but none that I can see to change the pitch.
