I'm thinking part of a wall sconce.

Is that a hex nut on the back? That and the number on it don't give me a sense that it is really old. I would guess early to mid 20th C.

I think what you have is an ornate old hand crank. I can't tell you when it was made or what it went to but I'm thinking possibly a window crank from an automobile.

Bobby, I was leaning more towards a Victorian twist bell like this, but the curvature seems to be off for that. Possibly a knocker.acc961c793cc114a3e2a58300928e16e.image.300x300.webp
