Possible seal, found on beach

I am not sure what this is. I found it on the beach. Doesn't appear to be silver, perhaps its lead? The raised marking on it looks almost like a letter "F", but viewed upside down or different positions it may be something else.

I thought perhaps it was a seal?

On further inspection, it could be an angel, not sure, I need to try to clean it some more.

Could you put a coin or ruler next to it and let's see the other side too... and do you know what kind of metal?

Here it is next to a quarter and showing the backside, which has no indications on it at all.
