✅ SOLVED Presidential seal coin?

Found this today in metairie, la about 4" deep. It came up as a 99 on the AT Pro. Picture is straight after finding. Still need to try and clean it up. It appears the center spins. Its a bit heavy and thick. Any ideas?

What's on the reverse side as well?

Ok, i soaked it in water and dawn for a day and then scrubbed with a tooth brush. Not sure what else to do to clean it up. Here is what i have.

I think you are correct..... Thanks for the help identifying this. It was a fun find. Not sure why it came up as 99 on the AT pro, I certainly don't think it contains any real silver, never the less, I'll hang on to it with all my other collection of items.
