Found today in the woods.
Is this a hat badge .
It has 2 holes at the top and 2 holes at the bottom.

I doubt it is a hat badge as they normally have attachments on the back. It looks like something that would be given to customers. Plus badges are normally about 4x thicker than what you found.
 

I called the phone number that Mackaydon posted and had to pick a person to talk to.
Osterud is now Home Federal Investment Department.
She knew of Red-John Osterud who owned Osterud Insurance and he is past away a long time ago.
I told her about the badge and she thought it to be very old.
I will keep looking for imformation on this badge.

That looks like a "fire mark" Insurance co would pay a premium to the first volunteer company that would show up. it would be displayed on the front of a building

I believe you are correct in that this is a fire mark.
 

May also be a grill badge for an insured vehicle...
