I had this piece given to me appears to be Queen Victoria's 50th anniversary folk art. I heated a pin and kinda smells like burnt hair so i'm thinking it might be a carved goat horn any ideas to value and history would be appreciated thanks for looking

The dates 1837 to 1892 (as shown) do coincide with the Diamond Jubilee of the Queen.
But what is it, much less what is its history and value is over my pay grade.
