Question about banner? Actually 2 questions

I have noticed in two recent topics (The Holy Grail of Cents 1909 VDB S and There is Gold in them) a copule of posts contained such phrase:

I voted banner. If you look at the "banner" across the top there is already a 2.50 gold piece found while metal dectecting. CONGRATS. I encourage everyone else to vote banner as well.

I don't understand what's that suppose to mean?
What is "voted banner" ?

There is a bunch of pictures at the top of the page, They form a "banner". Banner finds are worth recognizing, If you click on any of the pictures it will take you to the original post and you can read it...

In order to vote for a banner, you select the "Report Post/Nominate for Banner" link. If enough individuals nominate and the mods deem it worthy, the linked post/photo is displayed in the Banner.

It is like a badge of honor to have a find posted on the banner considering it was voted by your peers.
