Question about charter membership

Hey to anybody that knows, can I use a prepaid PayPal debit card at PayPal to buy a charter membership ?
only upgrading because I want to be able to use the classifieds, wanna trade away my explorer.. it is to complicated. for somebody with a fried memory and half deaf.
