Gold replica stamps were never issued by the USPS. I have several gold replica stamps in my album where there is a "regular stamp" also on the envelope and that was issued by the USPS.

Gold replica stamps were issued by private companies in an attempt to profit from stamp collectors. The value of these covers is quite speculative as there is no catalog list value for these items. I have seen them retail between $1.00 and $5.00 with $1.50 being the norm.
