R.A.S VA. McCormack Chit?

We found this a few months ago, and have had no luck finding anything to reference R.A.S. VA. McCormack.

It reminds me of chit for tools, or other items that have to be returned. I thought we had a hit on a large cent. It's non-magnetic, copper. 28mm/1.25" in diameter.

Anyone have an idea?

Sorry about that! I posted it twice, because I forgot to add images on the first post. Looks like the duplicate post, with the images, was deleted.
