I could not find anywhere else to post this question, but if this is not the right place, feel free to move it.
I am new to this type of research and seeking information on where one starts. I am thinking that I will have to get to some archives, somewhere. This was in a U.S. Senate Bill:
What I am looking for is the journal and how do you go about tracking it down.

of the journal of the -----.What I am looking for is the journal and how do you go about tracking it down.
