Thanks to Patriot1776 in this link (( http://www.treasurenet.com/forums/general-discussion/547689-revere-beach-sand-sculpting-festival-minelab.html )), my wife was able to stop by and catch the action. Appeared to her that Minelab was just a sponsor as she didn't see any displays/booths/etc. Here's a couple of pertinent pictures:

Pretty sure that they use some kind of binder in the sand. Usually, they start with large blocks of sand brought in for the sculpting and pack it solidly in forms. Then they remove the forms and the sculptors have at it.
