Might be rosette or a cap badge what does the back look like and what is the size.

I'll have him take a picture of the back and also one with a tape measure beside it.

Yes that is definitely a rosette. They were mostly from around the 1890s to the 1900s. Around Chattanooga we had old fort Oglethorpe. I have personally found four of those. Those boys lost as much as the civilwar boys did.

Thank you. Do you know if any part of this rosette(eagle,shield,arrows) has any significants to any area(were these made for certain units or states)?

I think those were pretty much adopted for general use of the mounted troops, which was what we had here. The design is that of the "Great Seal" which is still in use on military buttons today.

More specifically... the Great Seal of The United States was first adopted for use on US Army insignia in 1902. Your find is definitely a horse-harness rosette. As you probably already know, the US Army's use of horses was almost entirely phased out by the mid-1930s ...so your Great Seal rosette most probably dates from sometime between 1902 and the 1930s.

Here's a photo showing your rosette on a World War 1 era cavalry horsebridle.
