Rules in Russia

What are the rules concerning detecting in Russia? I fly into Khabarovsk every now and then and was curious. I know it is a huge problem if you get caught trying to remove any religious Icons of value, and my wife last year was bringing a painting back to the US and a goverment official had to approve it and provide paperwork for customs to take the painting out of Russia (this painting was only a year old).
