I have found plenty of quartz in my day but never this. I's guessing Rutilated Quartz?

Rutilated Qtz is qtz with inclusions of rutile. You can have inclusions of other minerals as well. Typically, rutilated qtz refers to qtz with the "strand-like" inclusions, whether rutile or not.
