From only the brief seeking info I've done of the Saint James scallop, I would say it is something related to the scallop of Saint James based on the place you said it was found. It looks as if it was attached with rivets to something else at one time? - the butt of a sword??- Have you any clue of the material it's made of ??...Looks like Tin to me? ....It is interesting!

It's made from copper alloy, it was though once tinned for effect.
