Salt/pepper shaker lid? hose attachment? the heck is this?

The bottom had glass chunks impacted in the soil. Each hole had one of those thin metal rods/pins going through, 2 remain in place after shaking off soil.

Found in upstate NY 5ish inches deep near a fresh water bay. Off the shore of our water front. It's about an inch in diameter.
