Sandstone Tool of Some Sort

I sometimes will find tools that I don't have a clue what they were was used for... From a Puget Sound tidal beach. Rich.

Quito, pipe sounds reasonable. My first thought was bird stone left unfinished. The banded material is what made me think such. Cool find!

Looks like sandblasted banded slate. Are these several pieces or just one piece. The first picture without seeing the rest looks like a pendant preform. If all of these are of the same piece then from what I see you may have a preform of sorts. To call it would be wrong as it has the incomplete form of a couple different ornate items.
