I don't see tool though. Preform for pipe possibly though.

Quito, pipe sounds reasonable. My first thought was bird stone left unfinished. The banded material is what made me think such. Cool find!
 

Looks like sandblasted banded slate. Are these several pieces or just one piece. The first picture without seeing the rest looks like a pendant preform. If all of these are of the same piece then from what I see you may have a preform of sorts. To call it would be wrong as it has the incomplete form of a couple different ornate items.
 

Get-the-point --> It's just ONE piece, the photos showing side A, a side view , and side B.
