Could be a scabbard too? Measures 20.7 inches in height and 15.2 inches across at the base. Let me know thanks

Translating the millimeter measurements into inches... your slightly tapered cylindrical object's length is about .8-inch and its (crushed) width is about .6-inch. Doing the "Pi" math, the EXTERIOR diameter of the cylinder's end was originally about .4-inch. Since the interior diameter would be even smaller, probably .3-inch or less (about the diameter of a modern wooden pencil), it is too small to be a scabbard tip. You couldn't get a piece of leather to stay in a .3-inch hole. Your mystery-object must have fit onto a thin wooden rod.

There appears to be a hole on the side of your mystery-object. A bell doesn't have a mounting-hole on its side for attaching it to something. The photo below shows the mounting-hole on some (worn-down) buggy-harness (wooden) shaft's protective brass tip.
