Seeking help in identifing badge or medal

I posted this badge or medal back in March of last year hoping someone could identify.
It was found in a road reconstruction project where many 1860's and 1870's coins were found.
The object is brass, and about 3" tall. The little loop in the center may have held a tassel of some sort.
The seated liberty image and style of the eagle tend to make me think that it could be circa Civil War period.
On the back, there are 3 solder spots and may have been attached to something.

I have never heard the term "Shako Plate" before.
When I found it I thought maybe it was a hat insignia from a marching band.
The town it was found in is famous for a marching band that was started prior to the CW.
They even have a library on the subject, but no one there could offer any help.
I think you nailed it.

Looks like the guy on the shield has a metal detector over his shoulder and a pair of head phones beside it. ??? Monty
