Shell casings among the shells

I found these shell casings on a spoil island, built with sand and shells.

I don't understand the double neck on the shell, one is cleaned the other is as found.

Can't understand whey these two would even be out there.

Look up M82 blank rounds. That will give you ideas for further research.

They look like M-60 machine gun blanks to me for war games.
