Can someone id this shell fragment found at a battle site near Petersburg Va

I've seen that 'skirted' design before in Civil War projectiles. The bottom is similar in style to the one pictured on the left.

My guess would be part of a parrot shell . here is one i dug near Vicksburg 20 or so years back had to disarm mine. It was filled with gunpowder there was no fuse cap but some of the fuse was still in it plugging the hole
