i can't picture it being a medal or badge holder. my gut tells me this thing dropped into some sort of slot. The little hole to the right could possibly catch on a series of nipples to raise or lower? maybe just one nipple so it wouldn't fall out of place or out of whatever it was once a part of.
something keeps telling me CW related..

looks like part of something like the insides of a clock or something electrical, that's my guess :-\

It's actually part of a mortise type lock...

after looking at images of the components of vintage mortise locks im not convinced. :-\
in fact, i dont really see any part that even closely reselmbles this piece.

I was thinking that it may be a variation of this part...could be wrong though...

the cut out part that looks like the us capital (sort of) looks a lot like that cutout part in my pic.
im 90% convinced!
