The "shield" is actually supposed to be a shield-shaped padlock. A similar, if not identical, "Lock & Key" button is listed and illustrated in Hughes & Lester's The Big Book of Buttons, "Plate 273 - Inanimate Objects, Hands and Fans," Row V - No. 28, pp. 620-621. No details (age, origin, etc.) are provided, however.
