I've been meaning to reply to this since you posted. Unfortunately I kept forgetting to pick up some fresh camera batteries.

This was a park find. I was 98% sure when I saw the address, that no home had been on that location since years before I moved to this area. At a min. it's over 25 years old and probably closer to 35 or 40 years old. The back reads "Please Bring Me Home Mona" The dog's name was "Bonzai".

These aren't domestic pet licenses, but I guess they're animal-related. I was told they are trap tags, if a homeowner or small game trapper had traps set out and the game warden or other hunters came around they would know whose trap was set. Found them in an old field behind the plant where I work.
