The signature does actually match to other works signed “Ben Richmond”. This one, for example, titled “Ship in the Night”:

Assuming there are not two artists with the same name (or one notable artist plus an impostor) Ben Richmond was a very prolific artist during the second half of the 1900s to early 2000s. He painted numerous nautical and ‘old ship’ works with variations on a theme, so you may not find your exact work depicted on the net. Similar works of that size seem to be available from art dealers at prices between about $250 - $500, with prints at commensurately lower prices.
Ben originally sold his works from the “Richmond Gallery” in Marblehead, Ohio until his retirement in 2012 and now lives in Maine.
I wouldn’t be concerned about the use of stretchers or framing materials from Taiwan. Perfectly satisfactory quality for ‘commercial’ gallery sale.
