It's possible 830 is the purity of the silver (maybe German?)
 

830 Silver was the Scandinavian standard ca. 1900.
 

That's a nice jewelry-grade button. All hand workmanship. Strictly top shelf. Nice! Most likely had numerous cabochon stones at one time.
 

Nice find ! The style of the metal work is filigree . Scandinavian is bang on for the filigree and the 830 standard . Norway is known for this style , though Sweden may be as well . Filigree silver has been done in Russia and Spain too . Where did you find this ? ( state / nation). Welcome to Tnet !
