That's really different! Is that from hobo art? Where they cut it out of a coin?
 

that was my guess, cut out coin
 

I have no idea nothing else was in the hole and I found it at a old summer near my house and it was about 6-7 inches down

That's a cool find - did you find it at a summer camp ? There's a cut out of a Buffalo nickel just posted here as well (background cut out )
 

The cutouts were real popular in the 60's and 70's. The most common ones I remember were mercury dimes. They normally had the flat areas between the rim and the bust removed leaving Mercury's head inside a ring. They usually were sold with a silver chain to match.

Yes found it at a old summer camp and I am posting a pic of it next to a quarter it's identical to a Washington head on a quater
