Silver money clip and odd one item

A bail for a large stone that's missing?

The lady I bought it off of said it had some straps on it so I'm guessing if it's missing a stone you wore it as like a wrist watch it has a silver stamp on it with the crab minute I'm guessing French and it tested as silver. Can anybody put a value on the money clip I'm guessing 25-30 bucks maybe
