There’ve been lots of those on fleabay, Etsy and other sites over the years. They seem to be made of brass, with some of them plated. Although modelled as a tankard, some sellers have described them as desk ‘pencil holders’, but that may be speculation. Presumably just a novelty souvenir/memorabilia item.

Almost all the sellers describe them as ‘rare’ (of course), often adding “I’ve only ever seen 2/3/4 of these” (they didn’t look very hard, then).

Average fleabay ‘sold’ price has been quoted as $52.48, with a low of $20.00 and a high of $79.99. On the other hand, you could take advantage of this seller’s remarkable offer and snap up a pair of them for $2,300

Probably made from Pewter

I have several that I cut up into small peices, then dissolve for the tin to make Stannous Chloride a testing solution that reacts with precious metals.

Pewter is a malleable metal alloy consisting of tin, antimony, copper, bismuth, and sometimes silver.
